Well I HEARD... this song was really not a song. They just were tossed, playing random stuff... brett drove his car into the garage or somewhere in bretts place and just revved the engine (you can hear it in the song)

It seemed pretty up front. It is the theory about the CIA crack connection. It seems liek they agree with it.
As a theory though it isn't widely accepted and is seen mainly as the stuff of conspiracy theorists. Take from it what you will. Nobody in the hood owns a poppy field

Since the words have been paraphrased from George Bush....I personally think it's a just a short and sweet message for the working class people in America, ie "Here, have some drugs you good for nothings - that's all you're good at, taking drugs. I hope you all die from an overdose. Goodnight!"
Either that or the song has no real meaning - it was just a bit of random experimenting with words played over it.
